Modifies the definition of "off-season certified production" to include high-impact television series that film principal photography during at least 75 percent of the days between June 1 through November 30, in addition to existing feature films and television series that meet the 75 percent threshold.

Requires the Office of Film and Entertainment to calculate and report the ratio of annual sales and use tax exemptions plus tax credits applied under the program to the total estimated funds expended by all certified productions.

Establishes a separate calculation for productions certified under the financial incentive program, comparing tax exemptions and credits to production expenditures reported by taxpayers.

Directs the Office of Film and Entertainment to organize data on annual growth in Florida-based entertainment industry companies, employment, and wages in consultation with the Agency for Workforce Innovation, reporting to the Legislature by December 1 of each year.

Takes effect July 1, 2011.
