Eliminates CLAST (College Level Academic Skills Test) requirements for associate and baccalaureate degree completion and removes related test score mandates for community college graduation.

Establishes the Articulation Coordinating Committee reporting to the Commissioner of Education to monitor K-20 education system alignment, course equivalencies, dual enrollment, and articulation agreements among public and nonpublic institutions.

Removes exclusion of students with intellectual disabilities from eligibility for substitute requirements for admission to or graduation from public postsecondary educational institutions.

Changes community college budget submission from requiring state board "approval" to "review," reducing state oversight authority over institutional budgets.

Revises placement testing requirements to assess college readiness in English, reading, and mathematics; requires high school students to receive approved remedial instruction and access to retesting before high school graduation.
