Creates the Stroke Prevention Act establishing a statewide system for stroke response and treatment, with the Agency for Health Care Administration responsible for implementing continuous quality improvement plans aligned with National Quality Forum guidelines.

Establishes a 13-member Stroke Task Force appointed by the Secretary for Health Care Administration, including representatives from the State Surgeon General's office, American Stroke Association, emergency physicians, hospitals, emergency medical technicians, and stroke survivors' rehabilitation services.

Requires primary and comprehensive stroke centers and licensed medical facilities (except pediatric, critical access, psychiatric hospitals, and emergency medical services agencies) to report stroke patient data to a private tier-one research university for compilation in a registry using the American Heart Association's "Get With The Guidelines-Stroke" platform.

Directs the Stroke Task Force to analyze registry data, identify geographic care improvement opportunities, and submit annual reports to the Governor and Legislature starting July 1, 2012, regarding progress in improving stroke patient outcomes and care delivery.

Protects patient health information through confidentiality provisions and clarifies the act does not restrict hospital services or govern individual medical treatment decisions, which remain based on each patient's specific needs and circumstances.
