Creates s. 125.01052, F.S., authorizing county boards of commissioners to collect delinquent fees, service charges, fines, or costs directly or through private attorneys or collection agents registered under chapter 559.

Creates s. 166.0498, F.S., authorizing municipal governing bodies to collect delinquent fees, service charges, fines, or costs directly or through private attorneys or collection agents registered under chapter 559.

Allows collection fees and attorney's fees to be added to the unpaid balance when an account is referred for collection, limited to a maximum of 40 percent of the amount owed at the time of referral.

Applies to financial obligations that remain unpaid for 90 days or more.

Takes effect July 1, 2011.
