Authorizes code enforcement notices for code violations to be sent by certified mail to property owner addresses provided to local government or to registered agents of corporations, replacing the first-class mail requirement.

Allows code enforcement officers to immediately issue citations for code violations when the violator is engaged in itinerant or transient violations, in addition to existing exceptions for repeat violations and serious public health/safety threats.

Authorizes municipalities and their assignees to foreclose on abatement assessment liens against real property using the same procedures as mortgage foreclosures.

Permits foreclosure of abatement assessment liens after one year from the lien recording date or after conclusion of any administrative or judicial proceedings challenging the lien, whichever is later.

Allows municipalities to assign abatement assessment liens to private parties for consideration once the lien is recorded in official county records.
