Establishes auditory-oral education programs as a public school choice option for parents of deaf or hard of hearing children who have received implants or assistive hearing devices.

Defines eligible schools as those accredited by OPTION Schools, Inc., or those with supervisors and majority faculty certified as Listening and Spoken Language Specialists by the AG Bell Academy.

Allows eligible children ages 3-7 years to enroll and continue attending qualifying schools to develop listening and spoken language skills, with service levels determined by individual educational plan teams.

Adds Listening and Spoken Language specialists and appropriate acoustical environments to the list of specialized instructional services available for children with disabilities in prekindergarten programs.

Requires the Department of Education to review and revise descriptions of services and supports in the exceptional student education matrix of services before the 2011-2012 school year.
