Requires state agencies, counties, municipalities, school districts, and political subdivisions to grant preferential consideration to Florida businesses when awarding contracts for printing, personal property, and construction services through competitive bidding.

Establishes preference amounts: equal to the preference granted by the vendor's home state, or 5 percent if the out-of-state vendor's state grants no preference.

Requires out-of-state vendors to submit written legal opinions from attorneys licensed in their state regarding any preferences granted to in-state businesses, plus written agreements to hire Florida residents to the maximum extent possible.

Exempts contracts awarded to PRIDE Enterprises (Prison Rehabilitative Industries and Diversified Enterprises, Inc.) and changes transportation projects with federal aid funding from mandatory to discretionary preference application.

Takes effect July 1, 2011.
