Opposes the U.S. Environmental Protection Agency's plan to regulate greenhouse gases under the Clean Air Act through an advance notice of proposed rulemaking.

Objects to the EPA's proposed nationwide cap-and-trade program, motor vehicle regulations, and economy-wide restrictions affecting dairy and beef operations, office buildings, hospitals, schools, large homes, houses of worship, and lawnmower emissions.

Argues the U.S. Court of Appeals for the District of Columbia Circuit ruled the EPA lacks authority to implement a cap-and-trade plan under the Clean Air Act.

Contends greenhouse gas regulation is legislative policymaking, not an EPA function, and that climate change is a global issue beyond the scope of the Clean Air Act.

Requests the EPA not issue an endangerment finding for greenhouse gases and directs transmission of the resolution to the President, Congress members, and EPA Administrator.
