Changes district school board requirement from "may" to "shall" provide disability history and awareness instruction in all K-12 public schools during the first 2 weeks of October each year, designated as "Disability History and Awareness Weeks."

Requires instruction beginning with the 2012-2013 school year to be delivered by individuals certified to provide disability awareness instruction, with a particular focus on including individuals with disabilities as instructors.

Directs the Governor's Commission on Disabilities to initiate a study by July 1, 2011, conducted by a private nonprofit entity to establish disability awareness training standards, protocol, curriculum, and provider criteria, with findings due by July 1, 2012.

Establishes a statewide disability awareness training provider and certification program overseen by the commission beginning July 1, 2012, requiring providers to have minimum 5 years of experience in disabilities, obtain approval, and renew every 3 years; instructors must complete approved courses and renew certification every 3 years.

Authorizes the commission to charge application, renewal, and certification fees sufficient to cover costs and requires the commission to promote disability awareness training in all public entities throughout the state.
