Requires direct service providers working with the Division of Vocational Rehabilitation to undergo level 2 background screening as a condition of certification, including administrators, financial officers, directors, and employees with contact to vulnerable persons.

Prohibits screened persons from having contact with vulnerable persons until screening is completed and disqualification grounds are absent or an exemption is granted; requires rescreening every 5 years.

Establishes specific disqualifying criminal offenses including Medicaid fraud, domestic violence, forgery, identity theft, and fraudulent financial practices; costs of background checks are borne by the direct service provider or applicant.

Requires level 2 background screening for all Department of Education employees and applicants, contractors performing duties at school facilities with access to confidential data or vulnerable persons, and admissions staff at independent postsecondary institutions.

Authorizes the Division of Vocational Rehabilitation and Department of Education to deny, suspend, terminate, or revoke certifications and contracts for noncompliance; permits temporary exemptions under limited circumstances and allows contractors to be rescreened every 5 years.
