Authorizes supervisors of elections to designate public universities, colleges, and community college facilities as early voting sites, in addition to city halls and public libraries.

Requires supervisors of elections to establish early voting hours for each county, with a minimum of 8 hours and maximum of 12 hours per day at each site.

Removes previous requirement that early voting be provided for 8 hours on weekdays and 8 hours in aggregate on weekends, replacing it with the new daily hour requirements.

Maintains early voting period beginning on the 15th day before an election and ending on the 2nd day before an election, with earlier dates for special elections.

Takes effect July 1, 2011.
