Deletes provisions establishing committees at postsecondary institutions to consider waiver requests for standardized examination requirements and waivers for students with documented learning disabilities.

Removes CLAST prerequisite skills assessment requirements from the common placement testing program for public postsecondary education institutions.

Eliminates CLAST performance as a consideration in articulation accountability measures between community colleges and state universities.
