Defines "renewable feedstocks" as crops and animal products that may be used to produce fuel or energy.

Exempts biodiesel manufacturers from bonding requirements for B100 and B99 biodiesel fuel made from renewable feedstocks originating in Florida.

Exempts B100 and B99 biodiesel fuel (at least 50 percent made from in-state renewable feedstocks) from diesel fuel taxes.

Excludes B100 or B99 biodiesel manufactured in Florida from the definition of "pollutants" if at least 50 percent of the manufacturer's annual production uses in-state renewable feedstocks.

Authorizes the Department of Revenue to adopt emergency rules to implement the act, effective January 1, 2012.
