Defines "lease or lease-purchase of equipment" as an appropriations category for funding equipment, fixtures, and tangible personal property leases.

Requires state agencies to include detailed information in legislative budget requests for contracts exceeding $10 million where the agency receives a percentage of vendor revenue, including vendor name, services description, contract term, revenue generated, and capital improvements funded.

Prohibits executive and judicial branch officers from entering into contracts exceeding $5 million for services or tangible personal property unless the contract identifies the specific state appropriation funding the purchase in the first year, unless the Legislature expressly authorizes otherwise.

Removes a provision allowing agencies to have the option to purchase commodities or contractual services from state term contracts, while preserving the ability to use request for quote procedures.

Makes academic program review, auditing, health services, and Medicaid services contracts subject to transaction and user fees only if they were not subject to such fees before July 1, 2010; effective July 1, 2011.
