Revises the definition of "target industry business" to add "positive economic impact" criterion emphasizing development of Florida as a hub for domestic and global trade and logistics.

Changes wage requirement notification process so that the local governing body recommending the qualified target industry project (rather than the county governing board) notifies the office and Enterprise Florida, Inc. of which average private sector wage calculation to use.

Requires jobs proposed under applications to pay an estimated annual average wage of at least 115 percent of the average private sector wage in the area where the business locates, or allows waiver to 100 percent for specific locations and circumstances.

Effective July 1, 2011.
