Expands the definition of "community residential home" to include sober house transitional living homes, which provide peer-supported, alcohol-free and drug-free living environments for 7 to 14 unrelated residents.

Requires sober house transitional living homes to be supervised by a house manager who maintains a sober living environment and provides structure and peer support.

Mandates that sober house transitional living homes comply with local municipal or county standards of occupancy.

Prohibits onsite substance abuse treatment services unless provided by a licensed service provider, with an exemption for sober living facilities affiliated with or operated by licensed service providers.

Takes effect July 1, 2011.
