Prohibits use of seclusion and mechanical restraint on students with disabilities; allows manual physical restraint only in emergencies when imminent risk of serious injury or death exists.

Bans specific restraint techniques including prone/supine restraint, choking, pressure on chest/neck, pain inducement, and any technique that restricts breathing or blood circulation.

Requires school personnel using manual physical restraint to be certified in district-approved techniques and mandates medical evaluation of students after restraint occurs.

Permits time-out only as part of a positive behavioral intervention plan, limited to 1 minute per year of student age, with constant adult supervision and no physical prevention of leaving the area.

Requires schools to report restraint incidents to parents within 24 hours, provide incident reports within 3 school days, send redacted reports to Advocacy Center for Persons with Disabilities, and maintain certification records for trained staff; mandates annual refresher training.
