Prohibits the state and political subdivisions from requiring contractors, subcontractors, material suppliers, or carriers on public works projects to pay predetermined wages, provide specified benefits, control staffing, recruit from designated sources, or enter into project labor agreements, except when required by federal law.

Prohibits requiring contractors and subcontractors to execute agreements with employees, labor organizations, or building trades councils as a condition of bidding, being awarded contracts, or performing work on public works projects.

Prohibits restricting qualified, licensed, or certified contractors, subcontractors, material suppliers, or carriers from submitting bids, being awarded contracts, or performing work on public works projects.

Extends the filing deadline for written protests challenging the terms, conditions, and specifications of public works solicitations from 72 hours to 7 days after posting.
