Adds 3 points to risk assessment instruments for children under supervision who are charged with new offenses.

Allows detention for children alleged to have violated home detention conditions and expands failure-to-appear detention criteria to include any hearing type.

Extends maximum detention periods from 72 hours to 5 business days for first failure-to-appear violations and to 21 days for multiple failures to appear.

Increases maximum detention under special detention orders from 21 days to 30 days (extendable to 45 days for serious felonies), and permits secure detention up to 15 days pending disposition.

Authorizes placement of children awaiting commitment into secure detention if arrested for any offense, including misdemeanors, with effective date of July 1, 2011.
