Redefines "basic life support" to reference the National EMS Education Standards and United States Department of Transportation curriculum instead of listing specific techniques.

Changes the state EMS comprehensive plan revision schedule from biennial (every 2 years) to every 5 years.

Extends the timeframe for passing the certification examination from 1 year to 2 years after course completion for emergency medical technicians and paramedics.

Updates training course requirements to reference the National EMS Education Standards in addition to or instead of specific Department of Transportation curriculum names for both initial certification and out-of-state trained applicants.
