Allows Title IV-D child support cases to file affidavits with the depository requiring payments through the depository without alleging default in payments.

Adds income deduction as an option within 20 days of a delinquency notice to avoid suspension of driver's license and motor vehicle registration, and permits reinstatement of driving privileges when obligor begins paying by income deduction.

Permits a caregiver, in addition to the child's mother or putative father, to state in an affidavit or written declaration that a person may be the child's biological father to enable the Department of Revenue to commence paternity proceedings.

Extends the time period from 10 days to 15 days for a parent to request an informal discussion of a proposed administrative support order and requires such requests be made in writing only.

Most provisions take effect July 1, 2011, except amendments to section 61.13 regarding Title IV-D affidavits, which take effect immediately upon enactment.
