Requires the Department of Children and Family Services to submit its recommended order to the Agency for Persons with Disabilities at the conclusion of an administrative hearing, with the agency issuing the final order.

Mandates that a registered nurse or physician annually assess and validate a direct service provider's competency in all medication administration routes at an onsite setting with an actual client.

Exempts topical, transdermal, and otic routes of medication administration from the onsite assessment requirement, allowing validation through simulation during training and eliminating the need for annual revalidation of these routes.

Effective July 1, 2011.
