Authorizes the Department of the Lottery to contract with a private manager to operate the lottery under a management agreement for a term not exceeding 30 years, with the department retaining oversight and control.

Prohibits managers from operating video lottery games, pari-mutuel wagering, games based on racing or sporting events, or any gambling forms not previously operated by the department.

Requires managers to make an initial payment exceeding a benchmark amount and additional royalty payments if revenue growth exceeds a baseline percentage calculated from the prior 5 fiscal years.

Establishes that all lottery proceeds must be directly deposited with the state, with a minimum of the greater of $400 million or one-third of funds deposited going to the Florida Bright Futures Scholarship Program.

Creates a request for qualifications process with public hearings and Governor approval for manager selection, requires triennial investigations of manager performance, and limits challenges to manager designation to 15 days after publication.
