Require agencies to include in rulemaking notices a statement indicating whether the proposed rule will require legislative ratification based on estimated regulatory costs.

Reduce the notification timeline from 45 days to 21 days for notifying persons who submitted lower cost alternatives before rule adoption.

Reduce the timeframe for challenging proposed rules from 44 days to 20 days after a statement of estimated regulatory costs is made available.

Exempt Florida Building Code amendments, Florida Fire Prevention Code amendments, Department of Transportation toll adjustments, and Student Success Act rules from legislative ratification requirements and regulatory cost statement requirements.

Allow adopted rules requiring ratification to be withdrawn if the Legislature does not ratify within 90 days of filing.
