Authorizes the direct-support organization of the Office of Tourism, Trade, and Economic Development to establish and market a statewide Florida Golf Trail to promote golf tourism, job creation, and economic development in golf-related industries.

Allows the direct-support organization to license the "Florida Golf Trail" name, develop branding criteria, and receive compensation for licensing, with exclusive use granted to the organization and its licensees.

Prohibits the direct-support organization from accepting financial responsibility or liability for the Florida Golf Trail's creation or activities, while encouraging cost-effective licensing arrangements and contracts.

Authorizes the Florida Tourism Industry Marketing Corporation, Enterprise Florida, Inc., and other state and local economic development agencies to support the development and marketing of the Florida Golf Trail.

Removes "private or commercial golf course" from the list of prohibited business types for qualified active low-income community businesses under the New Markets Development Program Act.

Requires the direct-support organization to submit a progress report to the Governor and Legislature one year after the Florida Golf Trail becomes operational.
