Repeals numerous Florida Statutes sections establishing fixed terms of court for the Supreme Court, district courts of appeal, and circuit courts across all 20 judicial circuits, allowing courts greater flexibility in scheduling.

Creates section 43.43 authorizing the Supreme Court to establish, allow individual courts to establish, or dispense entirely with terms of court.

Creates section 43.44 allowing appellate courts to recall and modify their own mandates within 120 days of issuance for purposes of ensuring justice.

Establishes the "Eyewitness Identification Reform Act" requiring law enforcement agencies conducting lineups to use independent administrators, provide specific pre-lineup instructions to witnesses, and obtain written acknowledgment from eyewitnesses; creates remedies for noncompliance including consideration in suppression motions and jury instructions on reliability.

Requires the Criminal Justice Standards and Training Commission to develop educational materials and training programs on compliant lineup procedures, effective October 1, 2011; other judicial provisions effective January 1, 2012.
