Authorizes the supervisor of elections to designate sites other than city halls or public libraries as early voting locations if they meet criteria of being convenient, spacious, accessible, and secure.

Requires branch offices used for early voting to be permanent facilities that have been designated and used as such for at least 1 year prior to the election.

Maintains the requirement that early voting sites be geographically distributed to provide all county voters an equal opportunity to cast a ballot, insofar as practicable.

Preserves the prohibition on releasing or tabulating early voting results before the close of polls on election day, with results reported by precinct.

Takes effect July 1, 2011.
