Allows public employees or agents with relevant information to attend private meetings between governmental entities and their attorneys to discuss pending litigation.

Changes subject matter of private attorney meetings from "settlement negotiations or strategy sessions" to discussion of "advice regarding matters" related to litigation.

Requires all private attorney sessions to be recorded by a certified court reporter with full transcription filed within a reasonable time and made public after litigation concludes.

Mandates public notice of private attorney sessions including date, time, and names of attendees, with announcement of session commencement and estimated length at an open meeting.

Subjects the exemption to the Open Government Sunset Review Act with automatic repeal on October 2, 2016 unless reenacted by the Legislature.
