Renames the Department of Children and Family Services to the Department of Children and Families, with a Secretary appointed by the Governor and confirmed by the Senate.

Establishes operating units called "circuits" and "regions" based on judicial circuit boundaries, headed by circuit administrators and regional directors appointed by the Secretary.

Creates nine mandatory program offices: Adult Protection, Child Care, Domestic Violence, Economic Self-Sufficiency, Family Safety, Homelessness, Mental Health, Refugee Services, and Substance Abuse, each headed by a program director.

Authorizes the department to establish community alliances and partnerships in each judicial circuit with stakeholders and community representatives to provide joint planning, needs assessment, and service coordination.

Requires the Secretary to develop annual projections of child abuse and neglect cases and request adequate appropriations for child protection workers to meet Child Welfare League Standards within two cases, and eliminates the requirement for a Governor-appointed executive director for the State Office on Homelessness.
