Creates restrictions on abortion coverage for health insurance policies, group health insurance policies, and health maintenance contracts purchased with state or federal funds through exchanges under the Patient Protection and Affordable Care Act.

Prohibits abortion coverage except in cases of rape or incest, or when pregnancy poses a life-threatening physical condition to the woman as certified by a physician.

Allows separate abortion coverage to be offered if purchased entirely with private funds and not using any state or federal tax credits or cost-sharing credits.

Applies abortion coverage restrictions to out-of-state group health insurance policies that cover Florida residents and to plans under the Employee Health Care Access Act.

Takes effect July 1, 2011.
