Redefines "limited-service veterinary vaccination clinic" to mean a veterinary practice performing vaccinations or immunizations on multiple animals at a temporary location for a limited time, replacing the broader definition of "limited-service veterinary medical practice."

Requires the Board of Veterinary Medicine to establish minimum standards specifically for limited-service veterinary vaccination clinics rather than the broader limited-service veterinary medical practices.

Maintains biennial permit fees not to exceed $250 and registration fees not to exceed $25 per location for limited-service veterinary vaccination clinics.

Exempts temporary rabies vaccination efforts operated by county health departments in response to declared public health threats from preregistration, time limitations, and fee requirements.

Removes restrictions on out-of-state or foreign veterinarians and health care professionals working at sporting events, eliminating requirements for facility approval and restrictions on treating animals used in sporting events.
