Creates a motor carrier weight inspection area of program responsibility within the Department of Transportation, replacing the previous motor carrier compliance designation.

Establishes the Office of Motor Carrier Compliance within the Division of the Florida Highway Patrol under the Department of Highway Safety and Motor Vehicles, moving enforcement authority from DOT to DHSMV.

Removes law enforcement powers previously granted to the DOT's Office of Motor Carrier Compliance, eliminating sworn officer positions and consolidating motor carrier safety enforcement under the Florida Highway Patrol.

Creates a Law Enforcement Consolidation Task Force to evaluate duplication of law enforcement functions across state agencies and submit consolidation recommendations to the Legislature by February 1, 2012, with the task force expiring June 30, 2012.

Takes effect July 1, 2011.
