Proposes creation of Section 28, Article I of the Florida State Constitution asserting state sovereignty under the Tenth Amendment over powers not delegated to the Federal Government.

Declares the state's refusal to comply with federal mandates beyond the scope of constitutionally delegated powers and demands the Federal Government cease issuing such mandates.

Establishes state refusal to comply with compulsory federal legislation that conditions state compliance or passage of specific legislation on receipt of federal funding.

Requires submission of the proposed amendment to Florida voters at the next general election or at an earlier special election specifically authorized by law.

Places ballot language before voters stating the amendment's purpose to assert state sovereignty and declare the right to refuse compliance with unconstitutional federal mandates.
