Creates a unified Pinellas Planning Council and Metropolitan Planning Organization (MPO) with common membership functioning as a single board to integrate land use and transportation planning.

Establishes the council's primary focus on countywide land use and transportation planning with a broadly defined, policy-based approach that requires fewer land use categories than the existing plan.

Authorizes the council to develop a new countywide plan with three components: a future land use map, countywide rules establishing development parameters, and countywide strategies addressing future land use, transportation, and intergovernmental coordination.

Grants the Pinellas County Board of County Commissioners authority to adopt, amend, and enforce the countywide plan, with the council recommending amendments and a supermajority vote (majority plus one) required to override council recommendations.

Repeals six prior special acts relating to the Pinellas Planning Council and requires local governments' future land use plans and development regulations to be consistent with the new countywide plan within 2 years of adoption.
