Local governments may adopt ordinances establishing energy zones where renewable energy producers can sell directly to new customers at negotiated prices without Public Service Commission regulation.

Renewable energy produced and sold within energy zones must be generated and used locally or net metered into the utility grid at established renewable energy rates.

Renewable energy producers must pay the serving utility 1.5 cents per kilowatt-hour, unless customers are served under a utility-controlled disconnectable-rate structure, in which case the fee is waived.

The Florida Public Service Commission must adopt rules governing energy zone sales, including requirements for interconnection, metering, non-discriminatory rate structures, and facility notification.

The Public Service Commission must submit reports to the Legislature beginning January 1, 2012, and every 6 months thereafter, assessing the impact on the state's power grid and utility ratepayers.
