Requires hospitals to notify mothers considering Medicaid application that their personal information will be submitted to the Department of Children and Family Services, and obtain written acknowledgment of this notice before processing the application.

Authorizes hospitals to seek Medicaid reimbursement for care provided to surrendered newborn infants and their mothers related to labor and delivery if the infant is determined Medicaid eligible.

Prohibits hospitals from seeking payment for surrendered newborn infant care from the mother or any individual financially responsible for the mother.

Allows hospitals to classify non-Medicaid reimbursable care for surrendered newborns as charity care under the disproportionate share program.

Redefines "charity care" to exclude patients with income exceeding four times the federal poverty level, except for care provided without compensation to surrendered newborns or those financially responsible for their mothers.
