Revises the reporting deadline for the Energy Economic Zone Pilot Program evaluation from February 15, 2012 to February 15, 2015.

Requires all incentives and benefits provided to enterprise zones be available to energy economic zones designated by July 1, 2010, effective July 1, 2012.

Directs local governing bodies to establish energy economic zone boundaries, energy-efficiency standards, and eligibility criteria by March 1, 2012 through local ordinance.

Caps state credits, refunds, and exemptions at $300,000 per designated energy economic zone per fiscal year, with unused amounts carryable forward for up to 5 years.

Exempts developments in energy economic zones from review as developments of regional impact upon approval by the local governing body.
