Deletes the consumer advocate's power to prepare annual report cards grading personal residential property insurers using letter-grade scales based on consumer complaints, complaint disposition, claim payment times, and other factors.

Renumbers the consumer advocate's duty to prepare an annual budget for presentation to the Legislature as subsection (4), previously subsection (5).

Retains the consumer advocate's powers to recommend proceedings to the department, access department files and records, and examine rate and form filings with consultant assistance.

Effective date: July 1, 2011.
