Redefines "core-curricula courses" to include language arts, mathematics, science, and social studies in grades K-3; state-assessed subjects in grades 4-8; and state-assessed or statutorily-required courses in grades 9-12, plus exceptional education and ESOL courses.

Establishes class size maximums of 18 students (K-3), 22 students (grades 4-8), and 25 students (grades 9-12) for core-curricula courses that must be satisfied by the October student membership survey each year and maintained thereafter.

Allows up to 3 additional students (K-3) or 5 additional students (grades 4-12) in classes that exceed maximums if a student enrolls after October survey and the district determines assignment is necessary to avoid impracticality, educational unsoundness, or disruption to learning.

Requires district school boards to develop plans ensuring full compliance with maximum class sizes by the next October student membership survey when exceeding class maximums.

Permits school districts that meet maximum class size requirements to use class size reduction operational categorical funds for any lawful operating expenditure, with priority given to classroom teacher salary increases.
