Designates the legislation as the "Intrastate Commerce Act" and exempts goods grown, manufactured, or made in Florida and sold within the state from federal commerce regulation authority.

Exempts services performed entirely within Florida from federal commerce regulation authority under the congressional power to regulate interstate commerce.

Establishes a third-degree felony for federal officials, agents, or employees attempting to enforce federal laws, rules, or regulations that violate this act.

Establishes a third-degree felony for state officials, agents, or employees attempting to enforce federal laws, rules, or regulations that violate this act.

Applies to goods and services produced, retained, or performed in Florida on or after July 1, 2011, with the act taking effect on that same date.
