Prohibits the Department of Environmental Protection, water management districts, and local governmental entities from implementing or applying the EPA's numeric nutrient water quality criteria rules for Florida's lakes and flowing waters finalized December 6, 2010.

Allows the Department of Environmental Protection to adopt its own numeric nutrient water quality criteria for specific surface waters or classes of surface waters based on historic and projected nutrient loading trends, technology-based nutrient reduction measures, and existing water quality programs.

Requires state-adopted numeric nutrient water quality criteria to be established at nutrient levels where water bodies exhibit imbalances of naturally occurring plant and animal populations based on a cause-and-effect relationship between nutrient levels and biological responses.

Designates existing total maximum daily loads and associated numeric nutrient interpretations approved by the EPA as of December 6, 2010, as site-specific numeric nutrient water quality criteria that remain subject to challenge and EPA approval conditions.

Takes effect July 1, 2011.
