Reenacts Section 985.802, Florida Statutes, authorizing the Governor to execute the Interstate Compact for Juveniles on behalf of Florida to coordinate supervision and return of juvenile offenders and status offenders across state lines.

Creates the Interstate Commission for Juveniles, a multi-state body with commissioners appointed by each compacting state to oversee interstate movement of juveniles, adopt rules, enforce compliance, and maintain standardized data collection systems.

Establishes an executive committee within the Interstate Commission to manage day-to-day operations, oversee dispute resolution, enforce compliance with compact provisions, and adopt bylaws governing the commission's structure and procedures.

Requires each compacting state to create a State Council for Interstate Juvenile Supervision with at least seven members including representatives from legislative, judicial, and executive branches, victim groups, parents, and the compact administrator to oversee state participation.

Provides financing through annual assessments levied on each compacting state based on population and volume of interstate juvenile movement, with judicial enforcement mechanisms and procedures for withdrawal, default, suspension, or termination of membership.
