Reduces the validity period for signed initiative petition signatures from 4 years to 30 months.

Establishes qualifications and restrictions for paid petition circulators, including being at least 18 years old, eligible to vote, and not convicted of fraud, forgery, or identity theft within the preceding 5 years.

Prohibits compensation to petition circulators based on the number of signatures obtained and requires paid circulators to be identified on petition forms.

Replaces the term "substance" with "ballot summary" and "ballot title" in election law and establishes a 30-day deadline to challenge the accuracy of ballot summaries for amendments proposed by the Legislature.

Creates criminal penalties for violating petition circulator restrictions and for altering signed initiative petitions without consent, classified as first-degree misdemeanors.
