Requires clerks of court to distribute partial payments from defendants according to a priority order, with costs of prosecution remitted to the State Attorneys Revenue Trust Fund.

Mandates that clerks withhold sufficient funds from cash bond returns to pay unpaid costs of prosecution, court fees, court costs, and criminal penalties.

Expands costs of prosecution liability to include persons whose cases are disposed of through pretrial intervention programs or pretrial substance abuse intervention programs, and prohibits converting these costs to community service.

Requires courts to impose costs of prosecution and investigation on defendants regardless of ability to pay, with clerks separately recording assessments and providing monthly reports to state attorneys.

Applies costs of prosecution requirements to juveniles adjudicated delinquent or who have adjudication of delinquency withheld, with effective date of July 1, 2011.
