Defines "off-the-shelf commodities" as consumable supplies, materials, goods, or merchandise with no proprietary characteristics.

Allows agencies and eligible users to purchase off-the-shelf commodities from any qualified vendor if the price, terms, or conditions are more favorable than those in state term contracts or purchasing agreements.

Requires agencies and eligible users to purchase generic equivalent off-the-shelf commodities unless they can provide adequate justification for purchasing brand name products.

Updates a cross-reference in printing procurement law from section 287.012(24) to 287.012(25) to reflect the addition of the new definition.

Effective July 1, 2011.
