Extends capital improvements planning period from 5 years to 10 years for local governments, with committed funding sources required for the first 3 years and planned funding sources for years 4-10.

Adds definitions for "transit-oriented development" (compact, mixed-use developments served by existing or planned transit) and "mobility plan" (integrated land use and transportation plan promoting multimodal transportation options).

Changes terminology from "transportation concurrency backlog" to "transportation deficiency" throughout growth management statutes and revises how deficiencies are determined and addressed in development review.

Exempts transit-oriented developments incorporated into comprehensive plans from review for transportation impacts in the developments-of-regional-impact process, except in critical state concern areas, the Wekiva Study Area, and within 2 miles of the Everglades Protection Area.

Requires local governments to evaluate comprehensive plans at least every 7 years to determine if amendments are necessary to reflect changes in state requirements, with mandatory plan updates within 1 year if amendments are needed.
