Authorizes insurers to offer voluntary wellness or health improvement programs and reward participation through merchandise, gift cards, debit cards, premium discounts, health savings account contributions, or modifications to copayments, deductibles, or coinsurance.

Allows insurers to require members who do not participate to provide physician verification that their medical condition makes participation unreasonably difficult or inadvisable in order to receive rewards or incentives.

Requires insurers to disclose any offered rewards or incentives in the policy or certificate.

Extends the same wellness program authorities to health maintenance organizations (HMOs) under identical terms.

Takes effect July 1, 2011.
