Creates the Military Base Encroachment Mitigation Workgroup within the Florida Council on Military Base and Mission Support to identify and prioritize lands adjacent to federal military installations for purchase by the state.

Directs the workgroup to convert purchased lands into public parks designated for off-highway vehicle use.

Allocates $2 million annually from the State Transportation Trust Fund to the council for purchasing lands adjacent to federal military installations.

Allows up to 10 percent of allocated funds to be used for administrative expenses, including staff and travel costs.

Effective date: July 1, 2011.
