Creates section 782.066 of Florida Statutes to reclassify murder offenses when committed against children 17 years of age or younger, regardless of the defendant's knowledge of the victim's age

Reclassifies murder under section 782.04(2) from first-degree felony to capital felony when victim is a child 17 or younger

Reclassifies murder under section 782.04(3) from first-degree felony to first-degree felony punishable by life imprisonment or as otherwise provided in sentencing statutes

Reclassifies murder under section 782.04(4) from second-degree felony to first-degree felony when victim is a child 17 or younger

Prohibits courts from suspending, deferring, or withholding adjudication of guilt or imposition of sentence for violations of this section
