Redefines "special risk member" in the Florida Retirement System to reference criteria specified in s. 121.0515 rather than listing multiple historical effective dates and categories.

Adds court deputies in the state court system to the special risk class effective July 1, 2011, if their primary duties include transporting and controlling prisoners, maintaining jury care and control, and maintaining a safe courtroom environment.

Excludes administrative support personnel (clerical, accounting, purchasing, legal, and personnel staff) from special risk classification for court deputies.

Establishes that the Legislature finds a legitimate state interest in classifying court employees responsible for courtroom security as special risk members entitled to actuarially sound benefits.

Takes effect July 1, 2011.
